Social inclusion is a growing challenge for the Baltic Sea region. A better use of public space in cities is a possible solution to closer connect the people. BSRCulturalPlanning intends to adopt cultural planning as a method to stimulate interactions among varied groups of citizens. The project aims to bring together departments in municipalities responsible for cultural and urban departments as well as experts in cultural planning, and work together on better use of public spaces.

Evaluation of water quality and territories vulnerability in Daugava River Basin
The Daugava river is the second largest river flowing into the Baltic Sea, the basin of which expands to Belarus, Russia and the three Baltic States. Although its ground and surface waters are used for drinking and industrial purposes, a coordinated water quality assessment is still missing. QWATERA aims to strengthen institutional cooperation to develop harmonised assessment criteria of surface and groundwater quality so that good status of waters could be ensured in the future.

The international waterway E70 stretches from Antwerp via Berlin inland waterways node, northern Poland, the Kaliningrad region up to Klaipeda in Lithuania. A shift from the industrial to information economy that took place last century resulted in some abandoned and frequently contaminated areas in cities. Baltic Urban Living tackles the issue of these so-called brownfield areas and proposes assessment and spatial design tools in order to turn them back into high quality living and working environments. A common platform will help local authorities, researchers and other interested actors cooperate and exchange best practices on efficient handling brownfield areas
Impact of micropollutants emitted from municipal wastewater treatment plants on Baltic Sea ecosystems and assessment of cost-benefit of advanced treatment technologies in a regional perspective
A lot of chemicals used in everyday life, which are called micropollutants, enter the Baltic Sea in wastewaters and may exert a negative effect on the surrounding ecosystems. The project attempts to compile the available data of concentrations of micropollutants, assess the biological effects and ecological risk they pose as well as to explore new wastewater treatment technologies for efficient reduction of toxins and removal of micropollutants from water.
Green Public Procurement of Pharmaceuticals for the Baltic Sea Region
Pharmaceutical emissions to the environment are a major concern in the Baltic Sea region and beyond. GrePPP works towards a sustainable public procurement of pharmaceuticals to protect the aquatic environment in areas where pharmaceuticals are produced. The aim of the project is to develop and test criteria and tools for sustainable public procurement applicable to the aquatic environment. This shall incentivise more sustainable production methods, and, consequently, reduce harmful emissions.

Today, life-style related diseases account for 80% of premature deaths in the Baltic Sea region. In order to overcome resource limitations at municipalities, the project strives to improve the capacities of public health managers and other responsible public bodies, together with the inhabitants, to better run and coordinate activities in preventive medicine and promotion of healthy lifestyle.
Supporting Non-technological Innovation in Owner-managed Manufacturing SMEs through increased capacity of business intermediaries
Business intermediaries, owner-managers and universities jointly develop and apply innovative tools and methods for business counselling that respond to the specific needs of owner-managers of small and medium sized enterprises (SMEs). Owner-managers of SMEs tend to be driven by different considerations than SMEs run by employed managers, for example, their own family’s well-being, the employees’ situations and lack of time for developing their own managerial skills.
Development of Sustainable wetland management by Restoration and biomass utilisation of peatlands in the Neman river catchment to improve water quality of the Baltic Sea
Essential ecosystem services provided by the Baltic Sea, e.g. biodiversity, fisheries and tourism, are threatened by eutrophication caused by excess loads of nutrients to the sea. Discharge from rivers is one of the main pathways how nutrients get to the sea. One idea how to tackle the issue is to decrease the amount of nutrients leaking to the rivers by e.g. reactivation of already drained wetlands. The DESIRE project focuses on the numerous disturbed peatlands in the Neman river catchment and ways to restore some of them to act as wetland buffer zones.
Competent and Competitive Baltic Logistics
The project addresses a gap between the needed and existing logistics skills/competences and, consequently, strengthens the institutional capacities of different companies executing logistics duties within the Baltic Sea region. The project works towards upgrading logistics skills and competences of people involved in logistics and, in this way, improving an overall logistics performance in the Baltic Sea region and reducing differences between the different countries.
Ranging Mode for the Baltic Sea
The project launches the development of a technical system that allows for safe ship navigation when the established Global Navigation Satellite Systems fail due to interference or jamming. The partners test broadcast signals transmitted via radio beacons and other existing infrastructure. This serves to develop prototypes for ranging mode transmitters and receivers. The Baltic Sea is the first operational test area for this technology worldwide.
Co-producing and co-financing renewable community energy projects
When citizens join forces to set up, finance and manage energy production based on renewables in their region, we call it renewable community energy. The project gives municipalities, regional energy planning agencies and citizens’ associations across the Baltic Sea region the information they need to start and run community energy projects in their regions.
Advanced manure standards for sustainable nutrient management and reduced emissions
Agriculture releases large amounts of nutrients into the Baltic Sea, with a significant amount of emissions from animal manure. In this project, policy makers, authorities, advisors, farmers and researchers create, test and implement tools to determine manure standards for farming practices and policy instruments. The new manure standards are to improve nutrient recycling and reduce nutrient inflow in the Baltic Sea.
Learning Among Regions on Smart Specialisation
The project attempts to help the public sector in leading smart specialisation processes in their regions and to connect innovation networks across regions. It helps find solutions tackling the fragmentation of regional systems of innovation looking for entrepreneurial discoveries within such topics as blue growth, bio and circular economy, advanced production methods and technologies for energy efficiency.
Transformers for the future labour market
The employment landscape changes constantly and new occupations or specialties become much desirable whilst other disappear. The ability to anticipate and prepare for future skills requirements, job content and the aggregate effect on employment turns out to be critical for businesses. In order to develop the intellectual and social capital needed for the future, the project focuses on supporting the structure of “transformers”: a new occupation dedicated to helping young people develop necessary skills for the future labour market.
Hazardous industrial chemicals in the IED BREFs
The Industrial Emissions Directive is the main instrument on the EU level to control hazardous substances that are released from industrial sites. However, its reference documents, or BREFs, currently lack specific information on certain hazardous substances. The project aims to close this knowledge gap so that industry and authorities can manage hazardous substances being released into the Baltic Sea better.
Innovative Business Transfer Models for SMEs in the BSR
Many small and medium sized enterprises face a crucial moment when the business gets transferred, e.g. when the owner retires and a new one takes over. Every year, more jobs are lost due to failed business transfers than new jobs are created in start-ups. The project improves the competences of business support organisations in terms of business transfers. They jointly design and apply innovative tools to better support upcoming business successors.
Novel biobased plastics for sustainable packaging industry
About 311 million tons of petroleum-based plastic materials are produced in Europe every year and all types of packaging account for nearly 40% of this. There is an urgent need for a new era in the field of packaging in order to make them CO2 neutral and deriving from sustainable, biodegradable and suitable for composting sources. The project aims at looking for methods to replace fossil based non-degradable plastic polymers used as barrier coatings in paper and cardboard packaging with bio-based biodegradable polymers from wood biomass.
Contaminated sediments in the Baltic Sea: assessment, remediation and management revisited
In marine coastal environments, sediments contaminated by anthropogenic activities are a significant source of hazardous substances. However, there is lack of harmonised assessment methodology or common management protocols for contaminated sediments among the Baltic Sea countries. Thus, there is an urgent need to develop guidelines to combine chemical and biological measurements to obtain reliable evaluations of sediment toxicity. The project aims at creating a platform for analysing state of the art in the current risk assessment of contaminated sediments in order to set the basis for the harmonisation of methodologies.
Network for Hydrogen in Combination with Renewable Energysources
In response to challenges related to shifting from fossil fuel to renewable energy economy, the project sets up a multinational, multilevel and cross-sectoral partnership and a “knowledge hub” to jointly streamline cutting points between hydrogen and other sustainable and renewable energy sources, such as biomass, solar, wind and water. In this way, the project strives for a zero-emission energy and transport structure.
Baltic Cities tackle lifestyle related diseases – The development of an innovative model for prevention interventions targeting public health authorities in the Baltic Sea Region
Strokes, obesity, and heart and lung diseases are among the health challenges in Europe. This implies a new service development approach in the public health sector. The project helps public health authorities in cities around the Baltic Sea to better promote healthy lifestyle by developing and testing a model that public health authorities can apply in prevention intervention planning. The model combines methods such as focus groups, motivational interviewing, eHealth applications, chatbots and health games.
Rural RDI milieus in transition towards smart Bioeconomy Clusters and Innovation Ecosystems
The goal of the project is to support smart, sustainable and inclusive growth of the bioeconomy in rural areas of the Baltic Sea region. RDI2CluB aims to help innovation actors apply EU smart specialisation approaches to their specific field and region. The transnational partnership and network of the project plans to, for instance, support new business development in rural areas and create bio-business hubs to improve innovation management.
Baltic Sea Underground Innovation Network
The project establishes a network of underground laboratories across the Baltic Sea region, which works as an open innovation platform facilitating scientific technology transfer and best practices exchange. It improves access of small and medium sized enterprises to the laboratories and exploits potential for incubating innovative businesses in various fields, e.g. mining, tunnel construction, radiation shielding systems testing, and thermal energy production.
Energy production improvement based on dynamic mobile positioning data
Unused energy is still a major reason for the insufficient use of energy and thus waste of energy and resources. A more precise prediction of energy consumption would help to increase the efficient use of energy. ENERPO aims to elaborate tools and strategies to improve the prediction of energy consumption in three Baltic States. This could help to better match energy production and demand.
Accommodating of land-sea interactions into maritime and coastal planning in the Baltic Sea Region through blue-green infrastructure and ecosystem services
Land-Sea-Interaction and Ecosystem-Based-Approach are concepts that consider the human impact on coastal areas and strive for integrating aspects of sustainability and resource efficiency when it comes to maritime spatial planning. The project aims at improving the understanding and embedding the principles of Land-Sea-Interaction and Ecosystem-Based-Approach within the maritime and land-based spatial planning in order to contribute to cohesive management of the coastal areas.
Product Validation in Health
ProVaHealth stimulates cooperation among health laboratories in the Baltic Sea region, which test new products and technologies in real-life contexts. The project shares best practices to improve business models of the labs and helps open access to the services for small and medium sized enterprises (SMEs) from the entire Baltic Sea region to ensure health innovation and growth of health SMEs with global potential.
Biomarkers measure cellular, biochemical or molecular changes in human tissues, cells or fluids, and contribute to future diagnostics and treatment. The development of biomarkers is time consuming and expensive, requiring the involvement of industry from early stages to better direct the research. The BIC platform facilitates knowledge and best practice exchange, offering tools that support the various phases of a commercialization process and maturity assessment.
Laboratory network for testing, characterisation and conformity assessment of electronic products developed by SMEs
No electronic product can be successfully placed in global markets if it does not conform with international standards. This typically requires extensive testing of product prototypes. In the project, eight universities from the Baltic Sea region set up an innovation support network to provide testing and consultation for small and medium sized enterprises in the electronics sector during early product development.
Clear waters from pharmaceuticals
Active pharmaceutical ingredients are active medicines, e.g. hormones, analgesics and antibiotics, that contaminate the water and marine life if disposed into the Baltic Sea. Following HELCOM’s status report on pharmaceuticals, partners from seven countries work on tools and recommendations for policy makers, authorities and municipalities to map sources and environmental concentrations of these ingredients and propose methods to reduce these harmful emissions.
Sohjoa - Baltic Sea Region transitioning into eco-friendly autonomous last mile public transportation
Public transport is not as flexible and accessible as private cars are in the Baltic Sea region. The project works towards increasing the attractiveness of public transport by improving offered services and introducing automated driverless electric minibuses, especially for the first and last mile of the journey. It proposes recommendations for environmentally friendly and smart automated public transport and guidelines on the organisational set-up.
Low Temperature District Heating for the Baltic Sea Region
District heating systems are widespread around the Baltic Sea but are often outdated. Future-oriented energy supply includes low temperature district heating systems that lose less heat and use renewable energy and waste as heat sources. LowTEMP addresses municipal representatives responsible for urban and energy issues, heat suppliers, planners, engineers and energy agencies, and provides them with knowledge on technical, organisational and financial strategies to implement low temperature district heating.
Completing management options in the Baltic Sea Region to reduce risk of invasive species introduction by shipping
Shipping contributes to the uncontrolled introduction of invasive species to the Baltic Sea, which has severe environmental and economic consequences. COMPLETE supports the implementation of the new International Maritime Organization’s convention on ballast water management by triggering regional cooperation, developing risk assessment procedures for ballast water management exemptions and setting a monitoring system of non-indigenous species in the Baltic Sea.
Effective Financing Tools for implementing Energy Efficiency in Buildings
Energy efficiency projects are not typical investments: they do not result in direct revenues but rather in non-expenses, i.e. through energy savings. The project enables public building managers to calculate and plan renovation projects in a more profitable way and to convincingly present the scope and return of such investments to financial decision makers. The project thus wants to increase the amount of energy efficiency measures implemented by the public sector.
BSR Lifelong Learning for Smart Specializations
There is a great potential for cooperation and knowledge sharing among countries in the Baltic Sea region when it comes to lifelong learning: the countries have a lot in common when talking about the ageing society and education systems that do not fully correspond to the labour market expectations. Therefore, the exchange of good practices and joint development of new methods are crucial. The project focuses on building a structured dialog with key stakeholders in order to create awareness of the needed adjustments of the educational systems and adapt to a fast-changing labour market.
Development, promotion and sustainable management of the Baltic Sea Region as a coastal fishing tourism destination.
Recreational fishing in the Baltic Sea, which partly relies on sea trout, has untapped potential for growth and sustainable jobs. The project aims to showcase destinations for coastal fishing and advise on relevant policy regulations. It proposes solutions for efficient restoration of sea trout stock in order to boost the coastal fishing industry.
SmartUp Accelerator - Innovation Ecosystem to foster consumer cleantech markets in the Baltic Sea Region
There is a growing interest in consumer clean technology, which is about reducing the environmental burden of consumption and is related to resource scarcity, rising energy and fuel costs, digitalisation and automatisation. Maximised Mobility and Accessibility of Services in Regions Affected by Demographic Change
With shrinking populations in many rural areas around the Baltic Sea region, it is becoming increasingly difficult to keep up public transport and services that depend on mobility, such as home care or home deliveries. The MAMBA project aims to improve the integration of existing mobility structures with innovative transport solutions, such as mobility as a service (MaaS), transport on demand (ToD), and ride sharing applications to overcome these difficulties.
Better Efficiency for Industrial Sewage Treatment
Industrial waste waters are a considerable challenge for municipal waste water treatment plants as they require special treatment and management. In this project, local water utilities, waste water treatment plants, industrial companies and permitting authorities elaborate and test guidelines and procedures for a more efficient management of industrial sewage.
BSR electric - Fostering e-mobility solutions in urban areas in the Baltic Sea Region
The project aims to enhance the use of electric vehicles in city transport systems such as public sector fleets, public transport and bike sharing in order to reduce CO2 emissions and pollution. The partnership of public authorities, business, academia and NGOs explores the potential of e-bikes, e-buses, e-ferries and other e-vehicles. The project guides municipalities and transport planners and operators as well as public and private fleet managers in integrating e-mobility into urban transport strategies.
Improved Results in Innovation Support - transnational exchange and joint development between Innovation Infrastructure Organisations
Business incubator organisations are crucial supporters for entrepreneurs, start-ups and small and medium sized enterprises that drive economic growth and create jobs. In the project, incubators from all countries around the Baltic Sea work together to improve and strengthen their management and support capacity, i.e. to jointly nurture new skills, help create new companies, and to support in opening up new markets.

The project aims to boost transnational cooperation among industry, the research & development sector, and authorities in employing smart specialisation strategies in regions in the eastern parts of the Baltic Sea region. Pathways and Needs Towards a Baltic Regional Spatial Data Infrastructure for Maritime Spatial Planning
Currently, Baltic Sea region countries lack an efficient tool to share information on maritime spatial planning and, in this way, to support each other in the fast and consistent elaboration of maritime spatial plans. The project paves the way for a standardised and commonly accessible spatial data by elaborating on needs and conditions for setting up such a database, and supporting the collection of best available maritime spatial planning data in the Baltic Sea region.

Since 2014, the satellites and sensors of the European Copernicus programme have delivered Earth observation data free of charge to anyone. The wealth of data holds tremendous potential for new services in the environmental, transport, energy and other sectors. The project qualifies regional science and technology parks in the Baltic Sea region in running tailored acceleration programmes for small and medium sized enterprises in the emerging Earth Observation market.
Accelerating production of forest bioenergy in the Baltic Sea Region
There is a growing demand for forest biomass from by-products of the wood industry to be used as a source of renewable energy. The project exploits logging residues, which are usually discarded after forest harvests, and small trees that are cut during forest thinning. Along with guidelines for using new technology, the project compiles information on wood energy potential to shape innovative business models and develop small-scale bioenergy plants in rural areas of the Baltic Sea region.
Sustainable urban mobility and commuting in Baltic cities
People living in the suburbs usually commute into the city centre by car. Offering an alternative combination of various transport modes, including bike and car sharing, is a way for cities to achieve a more sustainable, environmental friendly commuting system. The project helps urban and transport planners assess, plan, and integrate alternative mobility options into transport plans and policies of cities and municipalities.
Baltic Smart City Areas for the 21st century
The idea of the project is to bring together authorities, energy providers and citizens within their city districts to find and apply the best solutions for saving energy, thus decreasing CO2 emissions. To achieve this, the project enables local and regional authorities from cities around the Baltic Sea to run cooperative planning processes. Such processes help authorities to work together across different sectors, to understand citizens’ motives and barriers, and to activate relevant players in city neighbourhoods.
Baltic Game Industry - Empowering a Booster for Regional Development
Games are the most dynamic creative industry worldwide but business support is often unspecific or targeted at communications technology or media. The project prepares business incubators to effectively support game start-ups. It tests how gaming can be transferred to other industries such as the health sector. It also initiates a change of the business framework to make it more favourable for the game industry.
B2B distribution model supporting local food sector in Baltic Sea region rural areas
Local food producers still rely mostly on direct contacts to consumers as they often have difficulties in reaching catering, food processing and retail sectors that tend to rely on large food supply chains. The project aims to establish a business to business distribution model that supports local food networks in rural areas of ten countries in the Baltic Sea region and to ensure smooth and short supply chains, opportunities for growth, and improved business performance.
Cities.multimodal – urban transport system in transition towards low carbon mobility
The project wants to make it easier for people in cities around the Baltic Sea to combine walking, cycling, public transport and car-sharing as an environmentally friendly alternative to driving. The partners develop and apply an approach to sustainable urban mobility planning for such multimodal transport that is easy to adopt in other cities. It includes publicly visible mobility points and smartphone-based travel planning as well as a planners’ handbook and a toolbox to manage mobility.
Baltic Sea Region Integrated Maritime Cultural Heritage Management
BalticRIM aims to integrate management of cultural heritage in and at the Baltic Sea into maritime spatial planning. Coastal and underwater cultural heritage such as ship wrecks and archaeological sites can help brand cities and regions, attract talent and foster tourism. Currently, such heritage sites are not systematically included in maritime spatial plans across the Baltic Sea. The project helps to identify and designate maritime cultural heritage zones by bringing heritage managers together with spatial planners.
Using innovation procurement and capacity building to promote Circular Economy
A traditional procurement model does not consider re-use or recycling of purchased goods or services. The project promotes a circular procurement model, which takes into account the lifecycle of products throughout the supply chain. The development of tools, exchange of best practices, training and building capacity among procurers, suppliers and policy makers for circular products stimulates the development of new business models.
Eco-efficiency to maritime industry processes in the Baltic Sea Region through digitalisation
ECOPRODIGI kick starts international collaboration between industry and academia to reduce the ecological footprint of transport vessels during their lifecycles through digitalisation. Research organisations mediate between technology developers and shipping companies, shipyards, suppliers and ports. Focusing on ferry and roll-on/roll-off shipping (i.e. wheeled cargo such as trucks and railroad cars), the partners analyse environmental inefficiencies, digitally simulate performance, and design business models for digital solutions.
Digital Innovation Network
The project helps speed up the Baltic Sea region’s transition to a single digital market. Three common challenges are covered: uptake of information and communication technologies in the business sector, innovation and interoperability of public services, and cooperation and coordination of digital policies on the macro-regional level. Industrial small and medium sized enterprises, industry associations and policy makers are enabled to push for a faster uptake of digital solutions.
Act Now: Action for Energy Efficiency in Baltic Cities
Europe’s biggest energy resource is energy efficiency – and one way of becoming more energy efficient is decreasing the energy consumption needed to heat buildings. The project tackles energy efficiency in the existing building stock of smaller and larger cities around the Baltic Sea. The project’s aim is to help municipal staff involved in energy efficiency measures by improving their knowledge about energy losses, competences for preparing investments, and skills to stimulate private investments in energy efficiency.
RTF - Using ferry real time information to optimise intermodal transport chains in the Baltic Sea Region
The project makes real-time information about ferry delays, cancellations and travel time prognoses available to travel planning systems that cover different modes of transport. Real-time travel information is an immensely dynamic field – and ferry transportation is currently at risk of being left behind. The project sets up a collaborative data hub for real-time ferry information to be used for smoother transport of goods and people in the Baltic Sea region.
Improving smart specialisation implementation of the Baltic Sea Region through orchestrating innovation hubs
The project helps regions in nine countries to apply research and innovation strategies for smart specialisation (RIS3) by sharing best practices and knowledge of EU RIS3 experts (Committee of Regions, EU Joint Research Centre) and co-creating concepts for the RIS3 implementation. The project focuses on active healthy ageing, digitalisation in smart city, climate change and circular economy.
Sustainable manure and nutrient management for reduction of nutrient loss in the Baltic Sea Region
A large share of the nutrient load into the Baltic Sea comes from industrial agriculture. More efficient manure management would reduce the negative impact of farming on the sea. The platform SuMaNu gathers and synthesises best practices and recommendations on nutrient management from the Interreg Baltic Sea Region projects Manure Standards and Baltic Slurry Acidification, as well as the BONUS project PROMISE and Interreg Central Baltic’s GreenAgri. Best practices and recommendations are translated for and made available to authorities, policy makers, advisors and farmers.
Clean Shipping Project Platform
The Baltic Sea is one of busiest and most environmentally vulnerable seas in the world. The platform CSHIPP closes the gap between research, business and policy making by establishing long-term knowledge exchange among these networks. This helps the maritime industry reduce its environmental footprint and increase competitiveness at the same time. CSHIPP is based on Interreg Baltic Sea Region projects EnviSuM, Baltic LINes, GoLNG, ECOPRODIGI, COMPLETE and BSR ELECTRIC as well as BONUS project SHEBA and CompMon co-funded by the EU Connecting Europe Facility.
Access to clean, efficient and multimodal transport corridors in the Baltic Sea Region
The platform BSR Access facilitates innovative and sustainable transport by creating linkages between traditional infrastructure nodes and smart transport solutions to further develop the TEN-T Core Network Corridors, and contribute to sustainable growth in the region. Platform on Integrated Water Cooperation
More coordinated water management across borders can improve the Baltic Sea environment. The Baltic Smart Water Hub connects water experts from companies, associations, authorities, academia and NGOs. The platform BSR WATER fills the hub with knowledge on the management of smart sludge, storm and waste water, manure and energy efficiency. BSR Water builds on the Interreg Baltic Sea Region projects IWAMA, Manure Standards, Village Waters, BEST and Baltic Blue Growth as well as Interreg Central Baltic’s iWater, NutriTrade, Blastic and Waterchain and South Baltic’s RBR.
Bioeconomy for Blue Growth in the Baltic Sea Region – a platform project to capitalize on the outputs of complementary transnational projects
The Blue Platform promotes results from eleven blue bioeconomy projects from Interreg, BONUS and Horizon2020 for authorities, business development organisations and companies as well as national and regional EU funding programmes dealing with blue growth. To improve the framework conditions for blue bioeconomy in the Baltic Sea region, the Blue Platform compiles a manual with joint standards for blue bioeconomy interventions, a Blue Platform Roadmap 2020, and policy papers on the alignment of funding and legislation.
Land-sea interactions advancing Blue Growth in Baltic Sea coastal areas
Coastal municipalities can be affected by new developments in the Baltic Sea, but their interests are not always taken into account in maritime spatial plans. Furthermore, new uses such as marine aquaculture or wind energy generation can conflict with traditional sea activities like fishing, tourism and leisure. The project Land-Sea-Act wants to explore better governance practices to balance local communities’ and small scale businesses’ interests with large scale development and investment interests in maritime spatial planning.
Enhancing durability of learning experiences gained in ChemSAR, HAZARD, DiveSmart Baltic and Mirg-Ex projects on guidelines, operational plans and procedures, and exercises related to incidents at sea and in ports
With about 2.000 vessels operating in the Baltic Sea at any given minute, the risk of accidents is high. The platform nResQU2 brings together rescue services, seaports and other authorities to share guidelines, operational plans and procedures on incidents at sea and in ports, and to run large-scale exercises. By building on the experiences of Interreg Baltic Sea Region projects ChemSAR, HAZARD, and DiveSMART-Baltic and project Mirg-Ex, funded by the EU Civil Protection Mechanism, ResQU2 increases the preparedness and coordination of rescue operations in the Baltic and North Seas.
Baltic Large Scale Computing
Innovative businesses such as ship design, marine engineering and biotechnology require access to large scale computing to process large quantities of data. This access is currently limited to global enterprises and large research centres. The project BalticLSC creates a supercomputing environment comprising hardware prototypes, software tools and application recommendations. It offers these services to small and medium sized enterprises for new product development. In this way, small research centres can use their computing resources more efficiently.
Creative Ports - Internationalisation of the Cultural and Creative Industries in the Baltic Sea Region
The Creative Ports project brings together public authorities and business support organisations, cultural institutes and researchers to stimulate the internationalisation of the cultural and creative sectors. The majority of design, art, fashion, publishing, audio visual and gaming companies in the Baltic Sea region are medium-sized and often lack the networks to access international markets. Creative Ports provides knowledge, facilitates exchange and develops tools to train and connect business support organisations with public authorities.
Innovation Framework for Challenge Oriented Intelligent Manufacturing
The INforM project provides support to small and medium sized mechatronics and mechanical engineering companies in the ongoing digital transformation process. The continuous digitalisation of value chains called Industry 4.0 brings with it great challenges for smaller companies. The project plans to enable companies to benefit from the trend towards smart factories, which operate mainly based on intelligent, IT and web-based processes.
Green Silver Age Mobility
Although a lot of cities in the Baltic Sea region are introducing green urban mobility solutions, the majority of senior citizens remains reluctant towards these alternatives. The GreenSAM project develops a toolbox of good practices and potential obstacles for the participation of seniors in the decision-making processes in green urban mobility. The toolbox applied by public authorities in Hamburg, Aarhus, Gdansk, Tartu and Riga enables to exchange knowledge in efficient involvement of seniors and increasing their acceptance of eco-friendly mobility services such as collective transport and ride-sharing.
Growing Algae Sustainably in the Baltic Sea
GRASS aims to close the legislative gap for macroalgae cultivation in order to facilitate its introduction to the market as food, energy and consumables, such as plastics. The project maps possible sites for macroalgae cultivation and harvesting, which include implications for spatial planning. It also provides public authorities with training on the licensing, production and use of macroalgae.
Cultural Planning as a method for urban social innovation
Cities in the Baltic Sea region are challenged by emerging societal and demographic changes and a growing need for sustainable development of neighbourhoods. Active co-creation among citizens and between citizens and authorities can be a way to overcome increasing exclusion of socially sensitive groups, such as the elderly and minors, and to advance Baltic Sea region social innovation. The UrbCulturalPlanning project uses cultural events and gaming methods to engage people into urban social innovation, and to compile a toolbox with good practices for other cities.
Protecting Baltic Sea from untreated wastewater spillages during flood events in urban areas
The NOAH project improves spatial planning and the operation of urban storm water runoff and drainage systems in order to reduce pollution caused by extreme weather such as heavy rains and floods. NOAH develops a new layer for extreme weather events to be used in computer based modelling of drainage. By combining this modelling with traditional city planning techniques, municipal planning shifts from fragmented individual site based planning to a holistic approach covering the entire urban catchment.
Baltic Beach Wrack - Conversion of a Nuisance To a Resource and Asset
The CONTRA project compiles the knowledge required for sustainable management of beach wrack in the Baltic Sea Region and carries out case studies for beach wrack treatment. Beach wrack is organic material washed ashore, e.g. torn off sea grass or brown algae. It can cover Baltic Sea beaches for weeks after storms, rotting into a smelly soup and leaking nutrients back into the water. Managing beach wrack is an issue for local authorities and the tourism industry, in particular of the western and southern Baltic Sea.
Urban Labs for Better Health for All in the Baltic Sea Region - boosting cross-sectoral cooperation for health and wellbeing in the cities
The Healthy Boost project addresses the health burden of city residents due to unhealthy lifestyles. Cities such as Poznan, Klaipeda, Jelgava, Tartu and Turku experiment with different methods of community participation, health learning or cross-sectoral cooperation. The main objective of the project is to make urban policies for health and well-being more innovative, more effective and more integrated. This includes work on cross-sectoral cooperation with potential to be used in other fields as well.
Unlocking the Potential of Bio-based Value Chains in the Baltic Sea Region
Unlike wind and sun, biomass can be stored and used when needed, making it a reliable source of energy. The BalticBiomass4Value project wants to increase the efficient and sustainable use of biomass for energy production and valuable bio-products, such as food, feed, fertilisers, chemicals and cosmetics.
Mobility and Accessibility in Rural Areas - New approaches for developing mobility concepts in remote areas
The project MARA improves the accessibility and mobility in remote touristic areas of the Baltic Sea region. MARA examines and pilots different local mobility solutions including a Population Mobility Monitor based on mobile phone data, e-bike sharing, real-time information for call-a-bus systems, and waterways for transportation. New mobility approaches in remote areas are integrated into spatial or mobility development plans.
Development of Sustainable (adaptive) peatland management by Restoration and paludiculture for nutrient retention and other ecosystem services in the Neman river catchment
The DESIRE project improves the management of drained peatlands around the Neman river to reduce their nutrient and greenhouse gas emissions. The Neman river basin serves as a model area for EU-Russia/non-EU cooperation. DESIRE rehydrates selected drained peatlands and establishes a sustainable form of land use. Such wetlands serve as filters for water running into the river. The project provides instruments and incentives for others to copy the approach, e.g. adapted river basin management plans and agri-environmental schemes.
Industry 4: transforming innovation ecosystem through better capacity of public enablers
The InnoCAPE project designs a cooperation model to develop a digital innovation ecosystem in the Baltic Sea region by exploiting the potential of the continuous digitalisation of value chains called Industry 4.0. The project helps public authorities create favourable conditions for digital innovation hubs (DIHs) that serve as intermediary bodies bringing together Research & Development and industry into digital industrial platforms. By bridging existing gaps, DIHs can efficiently implement Industry 4.0 policies, contribute to a better connected digital single market, and improve competitiveness of the region.
Baltic Industrial Symbiosis
The project promotes industrial symbiosis, a concept for sustainable regional development, across the Baltic Sea region. Industrial symbiosis means to connect companies from different industries in order to use one company’s waste, in the form of e.g. energy, ingredients or materials, as a resource for the next company. The project establishes peer-to-peer exchange for industrial symbiosis practitioners. It develops new business and finance models and sets up the BSR Industrial Symbiosis Council as a platform for dialogue and policy learning.
Holistic Urban and Peri-urban Mobility
The HUPMOBILE’s objective is to provide a holistic approach to sustainable mobility solutions in cities and their perimeters. City authorities, infrastructure operators and transport providers are enabled to assess and integrate innovative mobility options into their mobility management plans and policies, e.g. concerning production and urban logistics, the use of intelligent transportation systems (ITS) solutions, and multimodality in urban transport and travel-to-work.
Lighting the Baltic Sea Region - Cities accelerate the deployment of sustainable and smart urban lighting solutions
The project LUCIA provides municipalities with up-to-date knowledge of energy efficient urban lighting covering aspects of environment, technology, economy and social acceptance. Modern LED lighting has energy savings potential of up to 50% compared to conventional systems. Energy efficient lighting solutions are installed in six sites in Albertslund, Hamburg, Jurmala, Porvoo, St. Petersburg and Tallinn to demonstrate this potential.
Water driven rural development in the Baltic Sea Region
Targets for water quality set by national and international legislation such as the Water Framework Directive have not been met yet in many regions around the Baltic Sea. There seems to be a lack of capacity among local authorities to reach these targets and at the same time to develop competitive rural businesses. The WATERDRIVE project enhances local implementation practices for responsible water management by providing tools and training for about 20 rural communities.
Restart SMEs in the Baltic Sea Region
Bankruptcies lead to economic and social insecurity and tax revenue decrease. The Restart BSR project brings together innovation actors in Estonia, Latvia, Lithuania and Poland to offer 'soft' innovation support to small and medium sized enterprises that are experiencing stagnation and are heading towards bankruptcy. Apart from restarting businesses onto a new path of growth, the project kicks off policy dialogue to frame measures to support innovation and growth of companies facing stagnation or financial distress in the Baltic Sea region.
FanpLESStic-sea – Initiatiatives to remove microplastics before they enter the sea
Microplastics must be stopped from entering the sea. They stem from many sources, including car tires, waste disposal, textiles and cosmetics. But there is a need to better understand the sources and pathways of microplastics when assessing the efficiency of measures to treat microplastics and improving policies. FanpLESStic-sea provides tools to municipalities, national policy makers, and water utilities to get to work. The project sets up a model to map local pathways of microplastics, pilots removal technologies and defines innovative governance frameworks to reduce microplastics.
Innovative Strategies for Public Catering: Sustainability Toolkit across Baltic Sea Region
The StratKIT project is about making the procurement of public catering services more sustainable. Public authorities have a large purchasing power and have the ability to give clear signals to the market towards green growth and circular economy. However, public procurement is a complex task and good practices in the Baltic Sea region are mostly isolated. StratKIT brings together public authorities, catering service providers and researchers in a network to set up a toolkit and an online open knowledge platform for sustainable public catering.
Supporting the Smart Specialization Approach in the Silver Economy to Increase Regional Innovation Capacity and Sustainable Growth
The silver economy related to products and services aiming at the ageing society creates considerable business opportunities. The OSIRIS project designs an innovative cooperation model to improve smart specialisation approaches and market uptake of innovative products and services dedicated to ageing people, e.g. related to health, tourism or their built living environment. Smart Silver Labs in six regions around the Baltic Sea support innovation actors in generating new silver products and services viable to the market. The project sets up a Digital Silver Hub to ensure exchange of new knowledge and business schemes across the borders.
Enhancing Oil Spill Response Capability in the Baltic Sea Region
The OIL SPILL project helps to improve cooperation between competent authorities, NGOs and volunteers in combatting oil spills in shallow and coastal waters of the Baltic Sea faster, more effectively and more efficiently. Together with universities, the partners identify procedures across borders that need to be aligned, develop and carry out trainings and exercises, and clarify key legal issues of cooperation in oil spills response.
Strengthening Combined Transport in the Baltic Sea Region
In combined transport, goods are moved by train, ships or barges, with the first and last mile covered by road as short as possible. However, the share of this efficient and more environmentally friendly transport scheme remains small in the Baltic Sea region due to spatially scattered transport and a tradition of road transport. COMBINE aims to increase this share by improving the operation at terminals and reducing the costs of the last mile by introducing new solutions such as platooning, longer/heavier trucks, e-trucks, and LNG-trucks.
Empowering Participatory Budgeting in the Baltic Sea Region
Participatory budgeting is a process of democratic decision-making in which ordinary people take part in preparing and adopting a municipal or public budget. In the Baltic Sea region, only a few municipalities have applied participatory budgeting to date. A typical type of citizen in such a process is male, politically active, well-educated, and 35-65 years old. The objective of EmPaci is to get more municipalities involved and mobilise different types of citizens by building municipal capacities, transnational clusters and municipality-citizen cooperation.
RESPONSE - Demand-Responsive Transport to ensure accessibility, availability and reliability of rural public transport
The mobility of vulnerable groups such as the disabled, elderly, minors and the unemployed is limited especially in the sparsely populated areas in the Baltic Sea region. Regular local services do not meet users’ expectations and are not cost-effective. RESPONSE shifts the approach from supply-oriented to demand-responsive transport solutions. The project showcases how geodata can be used for decision-making by public authorities. It pilots seamless trips, digitalised business models and need-oriented service design unlike fixed bus routes.
Commercial Analytical Research Organisations Transnational Strategy
CAROTS aims to establish a new type of private or public-private company in the Baltic Sea region: Commercial Analytical Research Organisations (CARO). CAROs, as intermediary bodies between industry and academia, provide enterprises with much quicker yet complete assistance in analytical research in the fields of e.g. new materials, nanotech and life sciences.
Innovative solutions to support BSR in providing more senior - friendly public spaces due to increased capacity of BSR companies and public institutions
The progressing age of societies in the Baltic Sea region poses a societal and economic challenge to adjust market offers to the needs of the elderly. BaltSe@nioR 2.0 brings together municipalities, universities, businesses and NGOs to create new business models as well as demo spaces in public locations furnished with smart furniture. Through this, the project aims to trigger public institutions and manufacturing companies in the region in starting a transformation of museums, theatres, city halls, restaurants and other public spaces into friendlier places for seniors.
Network of Service Providers for Eco-innovations in Manufacturing SMEs
A lack of strong ties between small and medium sized enterprises and research centres hampers eco-innovations in the Baltic sea region. In parallel, there is untapped potential of implementing sustainable strategies in business, the example of which is a cohesive delivery of products and services. The maple syrup industry has brought jobs and income to many rural areas in Canada. Mushrooms, berries, tree oils and other biological products from the Baltic Sea region forests could have the very same effect. NovelBaltic wants to increase the competitiveness of such non-timber forest products from the Baltic Sea region. Academia and business cooperate to provide small and medium sized enterprises with new methods that certify the geographical origin of their products faster and cheaper and to evaluate business opportunities in Asian markets.
Safety of Navigation in the Baltic Sea by Sea Traffic Management
Narrow passages and very high traffic density on shipping routes makes the Baltic Sea vulnerable to accidents at sea. At the same time, efficient exchange of information between ships, and between ships and shore is still missing. The STM BALT SAFE project aims to increase the safety of navigation by introducing common Sea Traffic Management (STM) which enables maritime services to digitally exchange voyage plans of tanker traffic in the Baltic Sea.
Enhancing freight Mobility and logistics in the BSR by strengthening inland waterway and river sea transport and proMoting new internAtional shipping services - Extension
All too often transport policies focus on road and rail transport. The EMMA project brought attention to the potential of inland waterway transport (IWT) in the Baltic Sea region. Partners studied strengths and weaknesses and elaborated recommendations to better deploy IWT. For example, EMMA has identified new potential routes and services and set up several business plans. In EMMA Extension, commercial pilots are implemented in Sweden, Lithuania and Poland based on these business plans. EMMA has revealed that digitalisation is crucial to make IWT competitive. Therefore, EMMA Extension works to strengthen River Information Services and Vessel Traffic Services.
Decision Aid for Marine Munitions - Practical Application
The Baltic Sea and Skagerrak contains a dark legacy of ca. 250 000 tons of dumped munitions, poisoning the marine environment. Thanks to the DAIMON project, maritime administrators and spatial planners, environmental agencies, coastguards and military are more aware of the risk. However, they do not sufficiently use newly developed tools for risk analysis, selection of remediation methods as well as environmental impacts assessment. The DAIMON 2 offers training in using the new tools and develops them further into standard operating procedures for the environmental impact assessment.
EmpInno Monitoring Smart Specialisation Strategies
EmpInno Monitor S3 improves the monitoring systems of the smart specialisation strategies (RIS3) of seven regions around the Baltic Sea. The predecessor project EmpInno (S3 Empowering for Innovation and Growth in Medium-Sized Cities and Regions ) concluded that authorities responsible for smart specialisation strategies should test different approaches to monitor their RIS3. Adjusting the monitoring systems shall lead to a higher efficiency and effectiveness of the regional innovation policies and finally a more innovative Baltic Sea region.
Baltic Blue Biotechnology Alliance+
The ALLIANCE project has set up a full-fledged service offer (including a business plan) to support companies in developing new marine biotechnology products and services by systematically pooling the capabilities of more than 20 research institutes, innovation agencies and business parks in the Baltic Sea region into a network. ALLIANCE+ operationalises the business plan. The ALLIANCE network is opened up to all blue biotechnology actors. More experts are recruited and trained as “blue detectives”, i.e. mentors who match users to the facilities, services and experts they need to take their product idea to the next level. A training package and handbook for mentors is compiled.
Strengthening the capacity of MSP stakeholders and decision makers
Shipping, aquaculture, nature conservation etc. compete for space at sea. Since the 2014 EU Maritime Spatial Planning (MSP) Directive, the countries around the Baltic Sea have been elaborating national maritime plans which help to make the right decisions for a sustainable use of the sea. Yet, the Baltic Sea needs coordinated management by all countries. In Capacity4MSP, partners of eleven transnational projects cooperate to advance MSP across the entire macro-region (Baltic Blue Growth/ InteGrid/ LINes/ RIM/ SCOPE, as well as Pan Baltic Scope, Land-Sea-Act, SeaPlanSpace, MUSES, BASMATI, BALTSPACE).
Climate Adaptation and Mitigation Synergies in Energy Efficiency Projects
The negative impacts of climate change upon human and natural ecosystems can be minimised by substantial reductions in greenhouse gas emissions. High energy consuming housing and production sectors still leave a major carbon footprint. The CAMS Platform improves energy efficiency measures by aligning research, recommendations, audits and investments from 11 projects across the Baltic Sea region. In particular, the know-how comes from Interreg Baltic Sea Region’s EFFECT4Buildings, LowTemp, AREA 21, Co2mmunity, Act Now, BEA-APP, RDI2CluB; but also HORIZON 2020’s HERON, SIM4NEXUS, ENLARGE, and ARCEE funded by EuropeAid.
Water Management in Baltic Forests - Tool box
Forestry is a substantial source of the nutrient and hazardous substances inflow into the inland waters and the Baltic Sea. This negative impact can be reduced by better maintenance of drainage systems, management of riparian forests and beaver populations. Good practices and tools for the forestry to improve the water quality were developed in the WAMBAF project. Now, the WAMBAF Tool Box adapts the tools to ensure they are better used among wider groups of forest enterprises, managers, planners, hunters, land owners and authorities.
Capitalizing key elements of NonHazCity: empowering private and professional users for better risk management and use reduction of chemical products in their cities
Hazardous substances are widely used in home and work environments, and remain a considerable source of pollution of the Baltic Sea waters. Practical tools for household checks and business inventories, as well as chemical action plans for municipalities, were developed by the NonHazCity as a means to cut down on the emissions. NonHazCity 2 helps to implement the available tools wider. The exchange on smart procurement practises allows decision makers, suppliers and end-users to choose wiser and improve their chemical assortment.
EcoDesign Circle 4.0 - Ecodesign as a Driver of Circular Economy 4.0 in the Baltic Sea Region
A circular economy minimises waste and makes the most of resources by minimising resource input, waste, emission and energy leakage by slowing, closing, and narrowing energy and material loops. The project EcoDesign Circle recently set up an ecodesign learning factory and an ecodesign audit and sprint consultancy which increased the competences of design centers, industrial designers and companies to develop circular products. EcoDesign Circle 4.0 goes beyond products by targeting services for a circular economy (e.g. car-sharing) and spreads the knowledge gained in a train the trainer package.
Baltic Science Network - A Science Powerhouse
The way how countries around the Baltic Sea fund science and research is very different in terms of governance levels and available budgets. The project Baltic Science Network (BSN) provided science ministries, funding agencies and university networks with a platform to discuss joint approaches. The main objective of the follow-up, BSN_powerhouse, is to help ministries and agencies to design transnational support programmes in three research fields: photon and neutron science, life sciences and welfare state. The project implements and tests two support mechanisms, one to connect research infrastructures and one to connect researchers.
SEMPRE Accelerators for Service Co-Creation
30 micro projects in eight countries which aimed to empower disadvantaged people were the result of the SEMPRE project. Social workers learned how to use empowerment tools such as the social business model canvas or the theory of change to involve e.g. single parents, handicapped or migrants into creating new ideas for social services and testing them. In SEMPRE Accelerators, the partners focus on eight of the most promising micro projects. They turn the micro projects into successful, self-sustaining social start-ups that consistently offer services and/or products on local and regional markets of the Baltic Sea region.
Baltic Sea Region Smart Specialisation Ecosystem
Smart specialisation helps regions to use their strengths to boost growth and prosperity. Yet, many regions lack methods or institutional frameworks to implement it successfully. The BSR S3 Ecosystem platform aligns smart specialisation initiatives to better steer investments across the Baltic Sea region. By sharing best practices, it activates research and academic communities, industry and public entities to strengthen the regional innovation ecosystem. The platform builds on the experiences of Interreg Baltic Sea Region’s projects LARS,BSR Stars S3, Smart-up BSR and GoSmart BSR, as well as S34 Growth, BIOREGIO, ClusterFy and TraCS3, co-founded by Interreg Europe.
Linking Hanseatic Cultural Heritage in the Baltic Sea Region
The rich cultural heritage of the Hanseatic League is being individually presented in Hanseatic towns, but not yet as a common asset at the transnational level. To address this gap, the project aims at developing transnational links between Hanseatic towns and sights based on historic trade connections dating back to medieval times. It will conceptualize thematic routes, which allow citizens and visitors to experience a culture shaped by trade, individual encounters, and common economic policy.

Blue Supply Chains for a better integration of Motorways of the Sea and Inland Waterways
Blue Supply Chains is about achieving climate neutrality in the shipping sector. Utilising the potential of inland waterway, short sea shipping and railway transport plays a crucial role in decarbonising freight transport in the Baltic Sea region. This requires intensified actions by ports and transport operators. The projects aims at reducing CO2 emissions from freight transport in two ways:
1. Supporting a modal shift from road to more environmentally friendly modes such as rail or waterway and
2. Improving the CO2 balance of rail and especially waterborne transport through the implementation of new technologies.
Decarbonization of Baltic and North Sea shipping: abatement measures and socioeconomic impacts
There are two interlinked developments that accelerate the transition to clean shipping in Northern Europe: the environmental and the economic development. The aim of this project is to contribute to thriving and sustainable shipping through the analysis of different options for decarbonisation and minimizing the harmful impacts to air quality and the marine environment. We will target all aspects of decarbonisation of the maritime cluster, especially the short sea shipping, including a roadmap for emerging technologies.
Improving the understanding of the human factors in the current and future digitalized maritime environment to increase maritime safety
The human element has been identified as the major contributing factor to accidents and incidents within the maritime domain. The project aims to identify the main gaps and challenges related to the human factor in maritime safety. Based on this, a workplan to a full-scale project will be developed to improve understanding of the human factor and investigate the reasons behind the continuously high share of human action related accidents, find solutions and make recommendations to decrease these accident events.
Unlocking transformative ecotourism potential for sustainable regional development
RESTinBSR is aimed at unlocking the potential of an innovative form of ecotourism - transformative ecotourism - by involving into the ecotourism development new groups of actors, including rural entrepreneurs, local communities, NGOs and social movements dealing with ecology. The project seeks to use transnational learning and collaboration for developing a set of innovative tools for the promotion of transformative ecotourism businesses in the Baltic Sea region's peripheral areas.
Biobord open innovation platform connecting bioeconomy developers in BSR
Biobord is a digital innovation platform for bioeconomy developers, which was developed in the Interreg project RDI2CluB. In ConnectedByBiobord, the platform is upgraded and extended. At the same time, the partnership implements transnational innovation pilots derived from the Joint Action Plan elaborated in the Interreg project RDI2CluB. The target regions are Central Finland (Finland), Inland (Norway), Świętokrzyskie Voivodeship (Poland), Vidzeme (Latcia), Värmland (Sweden), Skåne (Sweden) and Pärnu (Estonia).
Strengthening smart specialisation by fostering transnational cooperation and practical application of novel solutions for regions and SMEs
The project GoSmart&Excel BSR helps SMEs to become more innovative and to internationalise their businesses, in the long term. It teaches innovation actors in the Baltic Sea region (and beyond) to practically and jointly apply the Smart Specialisation Strategy (S3) approach. The project brings the key outcomes of the GoSmart BSR project into use, in particular the transnational smart specialisation strategy methodology and the transnational innovation brokerage system.
CCI, Circular Economy and Place
A transition to circular economy is unfolding in the Baltic Sea region, but at varying speeds and in varying ways. Closing the full circle of the economy requires involving consumers in circular economy at their local levels. The project CCI can play a key role in making the connections between circular economy and society. The aim of the main project will be to increase capacity building of innovation actors for upscaling circular economy systems in local communities, facilitated by CCIs and with consumers as active participants.
Veterinary medication and its impact on antimicrobial resistance in the environment
Antimicrobial resistance is a global challenge. Both the World Health Organisation and the European Union state that increasing knowledge is key to facing this challenge. Antibiotics in animal husbandry are a known source of antimicrobial resistance, but the fate of active pharmaceutical ingredients, and the generation and spread of antimicrobial resistance from wider veterinary sources is unclear. VETMED aims to quantify the environmental occurrence of veterinary active pharmaceutical ingredients, improving the understanding of the significance of these medications as a source of active pharmaceutical ingredients and antimicrobial resistance.
Model Nutrients Reduction Solutions In Near-Coast Touristic Areas
NURSECOAST is a novel project that focuses on small-scale wastewater treatment (<2000 PE) as well as other measures and technologies that aim to recirculate or reduce nutrients, particularly in the touristic regions. It takes lessons from other projects and builds up an added value towards sustainable solutions dedicated to near-coast tourism. A tool about 2000 PE waste water treatment plant distribution, technology reviews, pilot selection criteria and risk assessment will be developed.
Climate resilient wastewater and groundwater management by circular approaches that reduce outflows of nutrients and hazardous substances
WaterMan develops and promotes circular approaches to reducing outflows of nutrients and hazardous substances to surface water, groundwater and the Baltic Sea. Its centre of attention is measures and techniques to re-use water from wastewater treatment plants and the retention of water before flowing to the sea. The project focuses on measures at the local level and on areas in the Baltic Sea region, where the water supply may be affected by climate change. It explicitly addresses this by developing circular approaches for municipalities & water companies.
Data, information and tools to identify and monitor optimal sites for the Blue Bioeconomy in the Baltic Sea Region
BlueBioSites aims to develop a ‘large scale’ project with the objective to create a Baltic Sea wide effective system for the identification and monitoring of Blue Bioeconomy sites covering mussel and macroalgae cultivations, fish aquaculture, microalgae and reed harvesting sites. The project focuses on data and information necessary to identify new sites, as well as the monitoring of existing sites, and shall provide recommendations on most effective technology means to generate such data.
Cities and regions for a BSR climate resilient development by means of climate budgeting
Municipalities have made the commitment to reduce greenhouse gas emissions in order to reach the climate change mitigation goals. Carbon budgeting efforts pin down emissions targets, but do not include financial or management measures. In contrast, climate budgets elevate the climate mitigation contribution of a project or measure as a primary consideration in financial budgeting and negotiation processes. The project explores this concept to support its introduction in planning and decision making practices.

Europe’s health and medtech industries are investing in its modernization, including new digital technologies. Digital health and care refers to tools and services that use information and communication technologies to improve prevention, diagnosis, treatment, monitoring and management of health and lifestyle and have the potential to innovate and improve the health sector. Digital health involves several stakeholders from doctors and hospitals to insurance organizations, governmental structures as well as research and development institutions, science parks, clusters, SMEs and startups. These stakeholders require support and exchange of best practices. The DNA project will prepare to strengthen EU SMEs by supporting their full value chains.

Sohjoa Last Mile - Baltic Sea Region transitioning into eco-friendly autonomous last mile public transportation
Sohjoa Last Mile demonstrates how to run automated shuttles without a safety operator in Kongsberg (Norway), Gdansk (Poland) and Tallinn (Estonia) in order to test, learn about and document lessons learned. Electric mini busses without an operator/driver can be a game changer for public transport carriers, as the costs for the operator of a vehicle can be up to 60 % of the entire costs. Such automated shuttles could promote change in urban public transportation, in particular by providing a solution for public transport users to drive the last mile, i.e. who need an additional connection between a station and their final destination.
Sustainable Urban Mobility Planning for climate resilient BSR cities
The transition of cities from a focus on cars to "mobility for people" is at the core of sustainable urban mobility plans. Such plans are currently being implemented in Europe and world-wide to facilitate a paradigm shift from transport to mobility planning. It requires a harmonized approach to strategic urban planning: climate, energy, urban development and mobility plans need to be in line, striving towards the same vision. To make this concept accessible, especially for small and mid-sized cities in the Baltic Sea region and to support them on the way to implementation - this is the challenge the seed money project addresses.
Age@Work - Building Capacity for Age Management in Human Resources
In times of ageing work force and of skills shortages, it is important for employers to retain qualified staff and enable and motivate them to perform well as they age. Yet few employers implement age management, i.e. a human resource policy that fosters age-adjusted work environments, life-long learning and knowledge transfer. Age@Work aims to familiarise human resource managers and executives with age management and to raise their ability to apply it by way of education, training, counselling and professional exchange.
Towards a more efficient organisation of the prosumer construct in energy communities
Citizens, or rather groups of private individuals, have a high potential to contribute to decentralising the production of energy - but their joint role as energy consumers and producers, or ‘prosumers’, is complex. The prosumer construct is under-researched and inefficient. This limits its full potential and requires additional support mechanisms and guidance. POWER UP attempts to offer an inclusive option for all consumers to have a direct stake in producing, consuming or sharing energy through efficient organization at a local level.

The ageing population is a major social, economic and cultural challenge in every civil society. TRAnsnational Cooperation for Serial Energy Refurbishment in BSR
The current pace of refurbishment of buildings is not enough to reach the EU goals of a climate neutral building stock by 2050. TRAC4SERIAL initiates the energy efficient refurbishment of multi-family residential buildings using prefabricated retrofits. This is not only more energy efficient but can also save time and costs. Costs can be reduced only by applying large quantities. Therefore, the TRAC4SERIAL aims to involve the necessary stakeholders to accelerate the process of serial refurbishment.

For the dynamic knowledge area of digitalization in touristic attractions, the project is directed to setting up a new way of continuous online learning based on connectivist massive open online courses. Focusing the collaboration of learners, such connectivist massive open online courses potentially allow to tackle the fast changing learning content in a knowledge community. Towards a main project we now analyze existing connectivist massive open online course models, IT platforms as well as needs of content matter experts and potential participants.

Reg4Future is a 5G and AI application-oriented consortium focusing on creating a regional policy-mix tool and mission-oriented networks for the successful integration of disruptive technologies in the regions. The Consortium plans to establish stakeholder alliances consisting of local government officials, universities, business associations. The key method in this will be exchanging the best practices and experiences concerning the best policy instrument to be shared to improve governance in all regions.
Remote Baltic Marinas as Drivers for Sustainable Coastal and Maritime Tourism Development
BalticBlueMarinas aims to capitalise the sustainable use of marinas as key actors of tourism destinations in the Baltic Sea region. Marinas are seen as separate entities in relation to other actors of the tourism sector, even if they are an essential part of the overall tourism package. The goal is to strengthen the cooperation between actors to foster growth, by integrating marinas into the regional tourism development and recreational boating with other tourism sectors.
BOOST ALTERNATIVE PROTEINS FOR HEALTHY FOOD WITH LOW ECOIMPACT AND HIGH REGIONAL GROWTH IN BSR
The growing world population demands increased high-quality protein-rich food sources, while simultaneously considering human health, environmental sustainability, with more effective and ecological agricultural practices, and increased biodiversity. In order to increase alternative protein cultivation and boost market share of healthy food the local experiences need a boost on a transnational level. Pilot and demonstration activities are already established on regional / national level, but so far the exchange on the steps of the value chain and improvements thereof have not been set up.
Climate-Aligned budgeting at municipalities
The idea of ClimateAligned focuses on the matter that today many municipalities in Europe address the problem of climate change by implementing certain climate mitigation and adaptation policies and goals, but a concept which takes the whole municipal policy and the available budget into account is lacking. The main project wants to deliver a concept for guidelines for municipalities where budget decisions can be examined in terms of climate relevance over a longer time horizon. This would mean to develop a decision support methodology how to assess planning decisions and budget proposals in terms of their climate mitigation and adaptation relevance and their potential to contribute to mitigation and adaptation efforts in a systematic fashion.
Green Transformation! A Policy tool for Regional Smart Specialisation in the Baltic Sea Area
The GRETA project develops policy tools for sustainable Smart Specialization innovation strategies in the Baltic Sea region to support the transformation of society and economy in line with the European Green Deal. GRETA builds on experiences with methods to support growth developed in the LARS project with environmental targets in two areas: energy (reduction of CO2 emissions, green energy production) and circular economy.
Real-life implementation of renewable community energy projects
Energize CO2mmunity launches real-life pilot projects of renewable community energy in the Baltic Sea region. Citizens facilitate, implement and co-finance renewable energy projects from different local sources (e.g. solar, wind, biomass, geothermal). Such community energy projects are more easily accepted by society than commercial solar or wind parks and thus foster the transition towards renewable energy production. Communities from two regions pair up to learn from and to support each other.
Baltic Smart City Actions for the 21st century
AREA21 + action practically demonstrates how CO2 emissions of city districts can be reduced, e.g. by visualising energy, by educating citizens in energy consumption, by providing stimulus to owners and by technical measures and reconstruction. Pilot projects are carried out in a university in St. Petersburg (Russia), a hospital in Helsingborg (Sweden), private homes in Tampere (Finland) and a historical building in Kohtla-Järve (Estonia).
Architectural & Landscape Heritage as a Driver for Economic, Cultural and Community Development in Peripheral Regions
Architectural and landscape heritage is an expression of history, and it helps us to understand the relevance of the past to contemporary life and cultural identities. Despite their potential, many heritage places remain underused – in particular in peripheral regions. REVITALISE HERITAGE aims at empowering peripheral communities across the Baltic Sea region to transform underused heritage sites into interventions for economic, cultural and community development – and promote these approaches to potential adopters and decision-makers through media, film and gaming.
Green Cruising for High-speed Small Craft in The Baltic Sea
An increasing number of high-speed crafts (or fast ferries) in the Baltic Sea leads to the critical sea and coastal area pollution. The project contributes to pollution reduction and emission mitigation of small craft operation in the Baltic Sea, emphasizing on high-speed. Moreover, noise emission from these boats will be addressed. We plan to solve the problem by considering three different solutions related to hydrodynamic design, propulsion systems, as well as to digitalisation and control.
Ranging Mode Baltic Sea test bed evaluation
R-Mode Baltic 2 works on a reliable and globally accepted backup system for coastal navigation. The first R-Mode Baltic project set up a test bed for a terrestrial positioning system called ranging mode (R-Mode) in the Baltic Sea. This new system allows positioning even in times when the global navigation satellite systems fail and provides position, navigation and timing information that is crucial for safe navigation and new maritime applications. R-Mode Baltic 2 launches a long-term evaluation of the test bed and to this end equips ships with R-Mode ready receivers and maritime applications from the R-Mode Baltic project.
Empowering Underground Laboratories Network Usage
Underground laboratories in the Baltic Sea region are not utilized to their full potential even though world leading research organizations and industrial companies are nearby. In order to use the available lab space better, the BSUIN project has developed service concepts for the underground laboratories and an open-access platform which characterizes them. These concepts and the platform will be further tested, evaluated and improved within the EUL project. Better information about the laboratories and their business opportunities is provided to regional development agencies and potential new customers from academia and business.
Expanding efforts to bring eco-efficiency to maritime industry processes in Baltic Sea Region via digital tools
EXOPRODIGI helps shipowners and builders, crew on vessels, and port operators to increase the eco-efficiency of the shipping sector through digital tools. The first project, ECOPRODIGI, looked at the vessel’s life-cycle at different stages and designed, built, piloted and implemented first solutions. Small and medium sized enterprises in the medical sector are currently hampered in bringing new biomarkers to the market. Both the EU Regulation on in vitro diagnostics of 2017 and established requirements towards industrial processes are challenging to them. BiC BRIDGE helps smaller players of the biomarker development sector to streamline their biomarker development, and provides guidance, both on the regulatory framework and on the necessary steps linked to commercialisation.
Technology development and transfer for a thriving Blue Bioeconomy in the Baltic Sea Region
In order to develop robust complete bio-based value chains and promote sustainable Baltic bioeconomy, we need to adapt the proven technological solutions to the needs of Baltic Sea region conditions. To achieve that, the project BlueBioTECH 1) fosters cross-cutting technological innovation 2) models technology champions relevant to the Baltic blue bioeconomy and 3) provides technology transfer facilities to industry end-users and farmers.
Cross border value streams from nature - valuable natural products from industrial side streams for natural cosmetic, food and beverage industry
There is already a number of small and medium sized enterprises (SMEs) in the Baltic Sea region that have developed and are marketing natural products based on local raw materials. However, most of them lack resources to develop new products and to improve their business. The project ValueStreams aims is to provide expert and technological support to companies in order to enable them to progress ideas of their own, and to help them find collaborators with similar interests. The planned main project shall focus on side streams and raw materials regularly and richly available.
Offshore Wind Electricity to Hydrogen, Synthetic Gas and Liquid Fuels in the Baltic Sea
The Baltic Sea has great potential to contribute to the EU’s renewable energy targets through offshore wind power production, however, this is hampered by intermittency and great distance to consumers. BOWE2X helps resolve these problems by researching options to apply power-to-X solutions to transform excess offshore wind electricity into energy carriers like hydrogen. These can subsequently be stored or moved to consumers before being used as fuel or converted back into electricity.
Predictive Smart Car Charging
The transition to emission-reduced transportation involves various challenges that still ask for appropriate solutions. In order to increase the share of electric vehicle, suitable, affordable and reliable electric vehicle support infrastructures are needed, such as EV charging infrastructures.
Innovative business transfers in the BSR +
Many small and medium sized enterprises are facing a crucial moment when a business gets transferred, e.g. when the owner retires and a new one takes over. Every year, more jobs are lost due to failed business transfers than new jobs are created in start-ups. In the project INBETS BSR, partners developed models for successful business transfers have been developed in INBETS BSR. Now its extension project InBets+ is organising events and training courses, to train small and medium sized enterprises all across the Baltic Sea region in successful business transfers.
Reduction of Pharmaceutical Emissions from Dispersed Point Sources in Rural Areas
Pharmaceuticals are essential for health care but difficult to remove from our waste waters. The Baltic Sea receives constantly loads not only emitted in the coastal areas but also within the catchment areas. In these rural areas, many small point sources accumulate and may pose a risk to the environment. The project attempts to identify, quantify and evaluate the pharmaceutical loads as well as developing an approach to prioritize point sources regarding advanced treatment technologies.
Preventing further development of antibiotic resistance in pneumococcal isolates in Northwest Russia
The project AMR_Northwest_Russia addresses the challenge of regional healthcare authorities and local healthcare institutions to treat patients exposed to developing a bacterial superinfection combined with a coronavirus infection (COVID-19). As the diagnostic and treatment of invasive pneumococcal disease (IPD) in the Northwest part of Russia is not optimal, the project aims to increase diagnostics quality and establish the monitoring system that can help to improve treatment quality for the region’s inhabitants.
Practical implementation of the COMPLETE project outputs and tools
Shipping contributes to the uncontrolled introduction of invasive species to the Baltic Sea, which are transported over large distances in ballast waters of ships. This invasion has severe environmental and economic consequences for the Baltic Sea ecosystem. In the project COMPLETE PLUS, partners from six countries around the Baltic Sea work together to further minimise the migration of alien species.
C4C involves cultural and creative industries in the Baltic Sea region in co-design and in implementing long-lasting certification methods that allow the chosen sectors to not only measure their impact, but also reduce their footprint and create a large outreach. C4C aims to map the individual needs by cultural sector, create and implement Piloting Tools and prepare a solid funding-framework.
Climate Adaptation Support for Enterprises in the Baltic Sea Region
Research show that four out of five small and medium sized enterprises (SMEs) fear impact of climate change on their businesses. All regions in Europe are affected by climate change in some sense.
The project CASES BSR addresses the issue on how climate change affects SMEs and the increasing needs to adopt climate adaptation strategies for a long-term sustainability. The project raises the knowledge by research how various types of SMEs handle it today. The result by the research shall map the foremost needs of support among SMEs.
Digital Innovation Capacity Building
The project supports small and medium sized enterprises (SMEs) around the Baltic Sea to update digital solutions faster. In this way, the project facilitates the transition to a digital single market in the region. Based on tools developed in DIGINNO, the project DIGINNOCAP works on improving digitalisation methods and their practical use.
Training on Low Temperature District Heating in the Baltic Sea Region
The project works on reducing energy waste and greenhouse gas emissions in the region by enhancing the energy efficiency of district heating supply. In particular, it promotes Low Temperature District Heating (LTDH) for optimised and sustainable district heating supply. LowTemp 2.0 adapts the training package on Low Temperature District Heating created in the LowTEMP project to the national frameworks. Then it offers it to municipal and regional representatives in charge of district heating as well as to suppliers and energy utilities, energy agencies, planners and engineers to increase their awareness and apply the solution.
Baltic Sea Game Incubation – Piloting Network Activities to Foster Game Incubation in the BSR
BSGI enhances business support of game incubators through transnational collaboration with other game incubators in the Baltic Sea region. BSGI demonstrates the efficiency of transnational activities in three areas: incubation partners, internationalization and knowledge transfer. In order to empower incubators, the BSGI pilot activities increase their capacity by stimulating competences of its key members: mentors, investors, start-ups, and incubation staff.
Sustainable urban mobility and commuting in practice
SUMBA+ addresses the challenge of car-based commuter traffic causing among others congestion, high greenhouse gas and air pollution in cities. The projects supports the implementation of commuting master plans developed by the SUMBA project into practice. This includes further work on commuting master plans, providing data-evidence from transport models and lobbying for political and financial support on local, regional and national levels.
Clear waters from pharmaceuticals extension stage
Active pharmaceutical ingredients are active medicines, e.g. hormones, analgesics and antibiotics, which still reach the Baltic Sea via wastewater treatment plants. In CWPharma 2, water authorities and operators of wastewater treatment plants apply guidelines developed in CWPharma in practice. They conduct checks and run feasibility studies and pilots to test more effective methods for removing pharmaceuticals from wastewater.
Smart homes and intelligent agents for improved physical and mental well-being
Artificial intelligence technology holds great potential for improving the lives of many people. It can bring us closer to ambient intelligence use in daily environments through concepts of e.g. smart homes or personalised medicine. The SOAR project works on developing and evaluating a structure for smart homes to increase safety and well-being in home environment, with an emphasis on the elderly or handicapped people.
